The fast cast bonus on both Sorc rings is bugged in v1.08, it should be 10 and 20,

and should be fixed in v1.09.

This recipe works as it's listed, you can see one right here that didn't turn out very well. Multiple attempts will usually be needed to get one with at least the  1 skills bonus.
